It sure sounds like a unique occurrence, and it is. It’s a celebration of parking spots but they are used for anything but parking. It could be a mini park, a restaurant table, or a city service truck,an art display etc. You get the idea. Alvarado St in Monterey is the site of all this unusual parking.
